Councillor Marsh Stevens and Jeff Virtanen attended by zoom
The Ladysmith & District Historical Society presented its 2025 Operational Report, highlighting the work of the Museum and Archives, community programs, volunteer contributions, and ongoing preservation of Ladysmith's history (attached).
Wildfire mitigation was the subject of a delegation from Ladysmith resident Bev Clifford, who addressed Council regarding wildfire preparedness and mitigation initiatives. She stated concerns about piles of small trimmed branches left along the trail, which the town sited as not have the funds to deal with.
Temporary Use Permit – 522 Rothdale Road
Council considered an application for a Temporary Use Permit to allow a short-term rental (tourist accommodation) at 522 Rothdale Road.
Committee of the Whole recommendations Council considered recommendations from the July 14 Committee of the Whole meeting, including:
Receiving the City Hall Community Public Engagement Report.
Amending the Council Procedure Bylaw to limit reconsideration of substantially similar defeated motions within six months unless by a 2/3 vote;
Montion passed with Councillors Stevens & Jacobson voting against
Participating in the Provincial Electric Kick Scooter Pilot Project.
Motion passed unanimously
Directing staff to prepare a Loan Authorization Bylaw for a new City Hall and mixed-use development on the Buller Street property.
o Councillor Gourlay changed his original motion to remove the term ‘mixed-use’
o Staff indicated they didn’t believe there was enough time to create a fully informed referendum question
Motion failed with Councillors Virtanen, Jacobson, Marsh and Mayor Beeston voting against.

Notice of Motion
Council considered Councillor Stevens' motion requesting that all Council sanctions from the previous 30 years be publicly reported through the Rise and Report process.
This was the 3rd time this was brought forward by Councillor Stevens and once again it was defeated, with only he and Councillor Jacobson voting in favour
New Business
Council received the CVRD Climate Projections 2026 report (attached)
Council considered the appointment of Iain Bourhill, newly appointed Planning Director, as the Town's Approving Officer.
